Notice Description

The Electoral Commission requires an agency to design a new digital service for our users, to replace our existing corporate website at electoralcommission.org.uk. Our overall objective for the project is to significantly improve the digital service we provide to stakeholders. We want to ensure our site is built on the needs of and provides a simple and easy user experience for all of our different groups of stakeholders. From the point the live version of the new service is launched, the agency will be expected to manage hosting, maintenance, support and any further development work, for the life of the contract. From September 2019, when our current hosting arrangement is due to expire, the agency will also be expected to manage hosting, maintenance, support and any development work for a second website, yourvotematters.co.uk, for the life of the contract. The contract will be for three years, with the option to extend for up to two additional years (3 + 1 + 1) subject to yearly status reviews. The contract will start in April 2018 and (if renewed in full) will be until April 2023. The total maximum value of the contract is PS598,000 (incl. VAT at 20% and fees). This total includes both the one-off cost of the project to develop a new digital service and the ongoing annual cost of the hosting, maintenance, support and subsequent development contract for both services up to 2023. This value is indicative only. We are looking in particular for an agency to demonstrate value for money, specialist knowledge of working on digital services in the public sector, including working to the Government Digital Service standards, innovation, effective client and business operations, and an understanding of our objectives, audiences and unique requirements. Following this pre-selection questionnaire stage, successful agencies will be invited to submit written proposals which will be evaluated, and shortlisted agencies will be invited to give pitch presentations in London.
