Notice Description

Specialist Explosive Ordinance Demolition, Exploitation & Countermeasures (SEEC) Delivery Team (DT) have launched a project to procure and support explosive particle detection equipment. The user requires a deployable and robust explosive particle detector capability to conduct search of buildings and other infrastructure to give immediate indication of the presence or lack of explosive Particles for common and bespoke explosive threat substances, or components thereof, permitting subsequent activity. The authority will be purchasing detectors to equip at least 2 search teams with 20 detectors. The intention is to award a 5-year contract plus 2 option years to one supplier to deliver this requirement. The estimated value of this requirement is ~PS3.5m. Early Market Engagement The Authority is interested in understanding the capabilities in the market to help inform the development of the requirement. Early Market Engagement will be conducted in two parts: Supplier Briefs Please provide a brief of up to 750 words detailing your capability and potential solutions to the requirement along with a price list and any potential risk/ issues that the Authority should consider. Your brief should be addressed to Maia.Harris135@mod.gov.uk. Please provide your brief no later than 30 September 2023. As a minimum, your brief should address the following aspects: Questions: What potential solutions are available to meet the requirement as stated in this PIN? Please provide information to support including any brochures (including technical information), and supplementary information if required. Please provide specific information on the product maturity/ technology readiness level. What are the estimated delivery timescales to deliver 20 pieces of equipment for the capability detailed from order through to delivery? What are the estimated costs per unit at the market price? DSEI 2023 There will be an opportunity to arrange a meet and greet representatives of the SEEC DT at DSEI in London on the 12th September 2023. Please contact Maia Harris to arrange a meeting. Requests will be treated on a first come first serve basis, due to the limited availability during DSEI not all requests may be able to be accommodated. All information provided at this stage shall not be used by the Authority to down select but shall help inform the development of the requirement and contracting strategy only. In issuing this PIN, The Authority is not committing to commence with any procurement in relation to the requirements stated in this PIN.
