Summary of the contracting process

Twyford Church of England Academies Trust procured an agency staffing panel to provide temporary and other staffing solutions to its schools on an ad-hoc and planned basis. The service covers Twyford Church of England High School, William Perkin Church of England High School, Ada Lovelace Church of England High School and Ealing Fields Church of England High School. The requirement is for personnel supply and temporary staff services, classified under CPV 79620000. Delivery is associated with the Trust’s schools in Acton and the wider United Kingdom. The Trust intends to maintain access to both its own approved agency panel and the GCA RM6376 framework. Agencies already accepted through the relevant GCA route can supply the schools without joining this panel.

The procurement is complete and has been awarded following an open procedure. The tender deadline was 31 August 2026, and the contract runs from 1 September 2026 to 31 August 2029. The estimated total procurement value was £1,600,000. Seven suppliers were selected for the panel: QUALITEACH EDUCATION GROUP LTD, SKILLZ HUB LIMITED, Everest Recruitment and Services ltd., EDEX EDUCATION RECRUITMENT LTD, VIBE TEACHER RECRUITMENT LIMITED, NURTURE EDUCATION LTD and LOYAL BLUE RECRUITMENT LTD. The awarded value was £228,570. The award date was 1 September 2026, with the same contract period. The panel can contain up to 10 agencies. The opportunity was identified as suitable for small and medium-sized enterprises, and agencies had to offer pricing and contractual terms equal to or better than those available through GCA.

This procurement demonstrates continuing demand from a multi-school academy trust for agency staffing and temporary personnel, with requirements arising both on an ad-hoc and planned basis. It is relevant to recruitment agencies able to supply staff across secondary schools and to manage placements for several schools within one trust. Suppliers competing when this requirement returns would need a reliable candidate pool, responsive fulfilment, and the operational capacity to support multiple education establishments. Commercial credibility would also depend on offering pricing and contractual terms at least as favourable as the GCA route. Experience supplying education staffing, handling varied workforce requirements and operating within an approved supplier panel would position a competitor well for this buyer’s recurring need.
