Summary of the contracting process

The Bristol City Council is currently in the planning stage of a procurement process for a Counter Fraud Hub System, titled "RES/IT - Bristol City Council - Counter Fraud Hub System - Soft Market Test". The council aims to engage with the market to assess the availability and capabilities of potential suppliers, considering solutions ranging from off-the-shelf products to collaboratively developed options. The engagement end date is set for 23rd July 2021. This process falls under the industry category of business services, specifically addressing law, marketing, consulting, recruitment, printing, and security, with a focus on industry-specific software packages.

This soft market test presents significant opportunities for businesses, particularly small and medium-sized enterprises (SMEs), to showcase their expertise in delivering innovative software solutions. Companies with experience in fraud detection and prevention, as well as those offering configurable software solutions in the public sector, will be well-suited to participate. Engaging in this process may pave the way for further contracts as Bristol City Council seeks to build a robust Counter Fraud Hub, with potential procurement actions anticipated in late 2021 or early 2022 based on market feedback.

Notice Title

RES/IT - Bristol City Council - Counter Fraud Hub System - Soft Market Test

Notice Description

Bristol City Council (BCC) is seeking to engage the market to gauge the capabilities by those with the specific experience and expertise required. The Council are interested in understanding the market availability and capability in delivering a Counter Fraud Hub solution and is looking at options from off the shelf products through to collaborative development of a configured solution that would allow it to meet these requirements. We are currently building up different options and analysing each to determine how BCC could deliver an effective Counter Fraud Hub, with the potential of going to market in late 2021 or early 2022 if the Council so determines, and the feedback we are collating from this exercise will feed into an initial business case that will assist the Council in determining our next steps, including what routes to market we, as a public body, can take going forward.
