Summary of the contracting process

The Ministry of Defence procured maritime spares for Royal Navy platforms. The requirement covers warships and associated parts, under CPV 35500000, supporting the Power, Propulsion and Auxiliaries Team within Defence Equipment Support. The team provides global support to the Royal Navy, so deliveries may be required across the United Kingdom, Europe, the Channel Islands, the Isle of Man, British Overseas Territories and the rest of the world. This is a goods requirement delivered through the Ministry of Defence’s established supplier base for naval systems spares. The framework supports platforms across the fleet, whose size may increase or decrease during the arrangement. The specific mini-competition concerned SPA689 maritime spares.

The procurement is complete and was awarded on 6 August 2026. It used a selective call-off competition from a framework agreement established under the Defence and Security Public Contracts Regulations 2011; mini-competitions are held among the framework suppliers. The tender deadline was 6 July 2026 at 22:59 BST. The contract runs from 20 August 2026 to 20 February 2028. The published tender value is £1 GBP and the published award value is £0 GBP; the call-off price was withheld because of commercial sensitivities and the framework’s continuing competitive nature. The award was made jointly to Scott Aerospace Ltd, Basetek Limited, BAE Systems Surface Ships Ltd and Carwood Motor Units Ltd. SMEs and VCSEs were identified as suitable.

This award confirms continuing Ministry of Defence demand for maritime systems spares supporting Royal Navy platforms, including power, propulsion and auxiliary systems. Future competitors would need to supply naval or ship-related parts reliably and support a geographically dispersed delivery requirement spanning the UK and overseas locations. Credibility would come from demonstrable experience in maritime spares, understanding of Royal Naval platform support and the operational capacity to fulfil requirements through framework call-off competitions. The successful group included two SMEs alongside larger specialist suppliers, showing that smaller businesses can participate where they have the relevant technical capability, supply-chain resilience and delivery capacity. Suppliers should also be prepared to compete through selective mini-competitions rather than a single open tender.
