Notice Description

The Council requires a supplier for the establishment and provision of "The Birmingham Poverty Truth Commission". The aim of this project is to build on the legacy of the previous truth commission and develop a new model to become a rolling engagement model that strengthens the connection between the Council and its city partners and the citizens. The provider organisation will be expected to work in collaboration with key stakeholders, including the local citizens, the Council, the Creating a City without Inequality Forum partners, the Birmingham Financial Inclusion Partnership and others, as appropriate as well as an academic partner. The academic partner may be sub-contracted by the provider, or other arrangements may be put in place to secure their involvement and delivery of a robust evaluation of the project and operating model of the truth commission. The provider is expected to cover the expenses for testifying commissioners and ensure that meetings are held in neutral safe spaces that are accessible and provide environments for private conversations which cannot be overheard as well as space for more open group discussions. The recruitment of the commissioners is a fundamental part of the process and key to the success of the commission and it is vital that the provider recruits people who understand the commission, what it is seeking to do and what is being asked of them. Commissioners will need to have a personal commitment to addressing poverty, inequality, and exclusion, and a desire to work together with others to that end. Commissioners will need to be people who have things to say and stories to tell. Their stories need to come out of their lived experience of inequality and the topic focus of the commission cycle. They should understand how their experiences relate to others in their community and their city. Commissioners need to come from a wide range of backgrounds, gender, sexuality, ethnicity, age and able bodied/disabled. The aim should be to have representatives from as many of the diverse communities of Birmingham, as possible.
