Summary of the contracting process

The National Physical Laboratory (NPL) is seeking tenders for a combined Potentiostat/Galvanostat/Frequency Response Analyser system for battery testing. This procurement falls under the goods category and is classified within the CPV code for accumulators and batteries, as well as laboratory equipment. The tender process is currently in the active stage, with submissions required by 17th August 2018. The successful contract will begin on 17th August 2018 and conclude on 16th August 2019. The required delivery address for this tender is in London, United Kingdom, and the procurement follows an open procedure below the threshold.

This tender presents significant opportunities for businesses in the technology and laboratory equipment sectors, particularly those specialising in electrochemical systems and battery testing solutions. Businesses with expertise in developing measurement systems and analytical software for battery performance are particularly well-suited to compete. Small and medium-sized enterprises (SMEs) are encouraged to participate, making this an excellent opportunity for innovative firms looking to expand their market presence in the energy storage industry.

Notice Title

Invitaiton To Tender - Battery Testing

Notice Description

NPL requires a combined Potentiostat/Galvanostat/Frequency Response Analyser system for battery testing with at least 5 channels each having electrochemical impedance spectroscopy (EIS) capability incorporated, i.e. not multiplexed. The system shall be able to test batteries at currents >= 100 A and voltages >= 50 V, either directly via the system channels or in conjunction with internal or external boosters, to allow fast charge/discharge rates and to study large cells, modules and packs. It is additionally required that the channels can also perform low current and voltage measurements with a minimum current <= 0.1 mA. We require the ability to characterise performance and lifetime of batteries using such a test system. The test facility will be capable of accurately measuring charge and discharge curves, cycle capacity, state of charge and state of health (via EIS) not only for Li-ion batteries but also other emerging battery chemistries. As a National Measurement Institute, measurement resolution and system performance are a very high priority. A low footprint for expansion of number of channels, the ability to save data in internal memory during long term tests and software for battery analysis are also desirable.
