Summary of the contracting process

Arun District Council’s requirement covered resurfacing 12 car parks and expanding Bersted Brooks car park. Resurfacing sites were in Bognor Regis, Littlehampton and Arundel: Bersted Brooks, Silverston Avenue, Upper Bognor Road, Culver Road, Worthing Road, South Terrace, Sea Road, East Green, Hotham Park, Crown Yard, Sandy Road public-toilet hardstanding and Belmont Street. The Bersted Brooks expansion was intended to increase parking capacity to meet visitor demand as part of plans to encourage visits and dog walking in the park. Pathways, walkways and accessibility improvements were identified as a separate later stage, not part of these works. This is a civil engineering and highways works requirement involving car park surfacing and expansion, with delivery across West Sussex.

The procurement is complete and the contract was awarded to Landbuild Limited on 21 April 2026. It was run as a selective call-off from the West Sussex Highways and Maintenance Framework, restricted to suppliers on that framework. The requirement was divided into two lots: car park resurfacing and car park expansion, although the published award information does not allocate the award between lots. The award value was £827,244. The contract period runs from 18 May 2026 to 17 May 2027. The tender deadline was 7 April 2026 at 14:00. The procurement was classified as works, and small and medium-sized enterprises were considered suitable. The award records Landbuild Limited as the selected supplier; no evaluation criteria are stated in the available process details.

This award demonstrates demand from Arun District Council for a combined programme of car park resurfacing and targeted expansion across public parking sites in Bognor Regis, Littlehampton and Arundel. A credible competitor for a future requirement of this kind would need the capacity to deliver resurfacing across multiple operational car parks and to carry out civil engineering works to expand parking provision, including at a park site. The selected supplier was Landbuild Limited, identified as an SME. The route used was a call-off restricted to suppliers on the West Sussex Highways and Maintenance Framework, so framework membership was essential to compete for this procurement. The works were distinct from the later planned pathways, walkways and accessibility exercise; experience in those areas alone would not match this contract’s core requirement.»
