Summary of the contracting process

The Ministry of Defence is procuring major refurbishment works for the Akrotiri Mole steel jetty at RAF Akrotiri, Cyprus. The requirement is to demolish the existing steel jetty, concrete beam and structures south of the proposed quay wall, then construct a new jetty using precast units and in-situ concrete. The works include foundations, a relief prism, drainage with an oil-water separator, fenders, bollards, handrails, ladders, power and water services, lighting for the jetty and surrounding Mole area, and reinstatement of affected concrete and asphalt surfaces. This is a marine civil engineering and structural construction project, with demolition as the listed classification. The delivery location is the British Forces site at RAF Akrotiri.

The procurement has reached tender: the buyer invited suppliers to submit offers through an ‘Other’ procedure. Expressions of interest were requested by 20 July 2026, with the return due by 27 July 2026. The tender return deadline is 16 October 2026 at 23:59, and the stated contract award date is 20 December 2027. The structured contract period runs from 30 August 2027 to 30 August 2028. The estimated value is £2,500,000, in GBP. The works category is suitable for SMEs. Environmental restrictions require underwater works to be completed by 30 April 2027, while turtle nesting restrictions mean works in water cannot take place between April and November; the programme is therefore expected to be phased. An expression-of-interest form and pre-qualification questionnaire must be completed and returned.

This opportunity suits civil engineering contractors able to deliver marine and quay infrastructure works, including demolition, steel and concrete construction, foundations, drainage, utilities, lighting and surface reinstatement. Relevant capability includes coordinating multiple specialist trades and installing marine hardware such as fenders, bollards, handrails and ladders. Suppliers should be able to manage work in and around water, integrate mechanical and electrical services, and plan construction around environmental constraints and phased access. Experience of working on operational defence or secure sites would be commercially relevant to the location and client environment. The requirement is identified as suitable for small and medium-sized enterprises, making it potentially relevant to specialist marine contractors, principal contractors and capable construction consortia.
