Summary of the contracting process

The Ministry of Defence is procuring demolition and site reinstatement works at Dhekelia and Episkopi in Cyprus. At Minden Village, Dhekelia, the contractor will demolish 24 buildings and remove associated infrastructure, and convert the former Pergamos and Rhine Camp demolition sites to brownfield condition. At Episkopi, the work covers demolition of nine buildings and brownfield conversion of a previously demolished site. The overall scope includes removal of underground services, demolition waste clearance, earthworks and reinstatement, plus management and records of waste and recyclable materials. Asbestos-containing material, where found, must be handled and temporarily stored at the designated compound at Akrotiri. Service isolations and the listed preparatory surveys have already been completed and are excluded from the works.

The buyer invited offers through a tender, following expressions of interest and pre-qualification. The tender return deadline was 23 November 2026; expressions of interest and PQQ forms were due by 12:00 EET on 22 October 2026. The planned contract period runs from 15 January to 31 March 2027, with work scheduled to start on 18 January. The estimated value is £1 million. The notice gives no evaluation criteria or award basis, and does not state a separate enquiry deadline. This is a single described package of works, with no lots set out. The tender dates are described as provisional. Companies that submitted a PQQ in the preceding 12 months could rely on that submission by providing its details rather than resubmitting it.

This requirement suits demolition and site-clearance contractors able to deliver work across multiple sites in Cyprus and manage a substantial programme of building and infrastructure removal. Competence in identifying and safely handling asbestos-containing materials is important, alongside compliant transport, temporary storage, recycling and disposal. The contractor must also be able to undertake earthworks and reinstate sites to the specified brownfield condition, while keeping comprehensive records of the type, weight, volume and destination of rubble, scrap and other recyclable material. Suppliers need the operational capacity to coordinate demolition, waste management and reinstatement, and to meet applicable legislation, environmental requirements, standards and project procedures. The procurement is marked as suitable for small and medium-sized enterprises, making it potentially relevant to capable smaller contractors as well as larger firms.
