Notice Title

Community Dermatology Services - North & Mid Hampshire

Notice Description

The COVID-19 outbreak has given rise to an urgent need for the provision of Community Dermatology Services (north and mid Hampshire locality) via a new short term contract. Under the Public Contracts Regulations 2015, the Contracting Authority considers COVID-19 to be a state of urgency that has been brought about by circumstances which a diligent contracting authority could not have foreseen. A response to the pandemic is therefore required in order to safeguard public health risks and risk to life by securing safe and continued service provision. Accordingly, NHS West Hampshire CCG has decided to extend the current contract with Hampshire Hospitals Foundation Trust, using the 'competitive procedure without prior publication for reasons of extreme urgency', brought about by the COVID-19 outbreak, for the following reasons: * To maintain service delivery and continuity during and after the Covid-19 response. * A change of provider would disrupt continuity and would be to the detriment of patient care and the local health system, noting that exit and mobilisation periods are a key consideration for robust strategic planning. Further justification is supported by guidance issued by the Cabinet Office Procurement Policy Note - Responding to Covid -19 PPN01/20. This Modification Notice is being published to notify the extension of the contract for 12 months from 1 April 2021, with an option to extend for a further 6 month period. The modification does not alter the overall nature of the contract and any increase in price does not exceed 50% of the value of the original contract. This extension to the current contract is considered necessary and proportional and will give NHS West Hampshire CCG sufficient time to comply with undertaking a compliant competitive procurement process under the Public Contracts Regulations 2015.
