Tax Profession Capability (TPC) Strategic Delivery Partner HM Revenue & Customs (HMRC) is seeking to appoint a Strategic Delivery Partner to support the delivery of its Tax Profession Capability (TPC) Programme. The TPC Programme is a major transformation initiative designed to build a resilient, future-ready Tax Profession through the development of professional skills, learning pathways, career frameworks, talent management approaches, accreditation mechanisms and a sustainable learning culture across HMRC. The successful Supplier will work alongside HMRC and the Tax Customs and Compliance Academy (TCCA) to provide specialist capability, innovation, delivery expertise and additional capacity to accelerate programme delivery and achieve sustainable outcomes. Services will be commissioned through individual Statements of Work (SoWs) and may include, but are not limited to: * Development and implementation of professional capability, competency and skills frameworks. * Design and delivery of modern learning and development solutions, including digital learning products, e-learning content, blended learning programmes and learning pathways. * Development of accreditation models, assessment methodologies and capability evaluation frameworks. * Design and implementation of career pathways, talent management frameworks, mobility arrangements and progression models. * Development of learning culture initiatives, mentoring and coaching frameworks, communities of practice and behavioural change interventions. * Programme management, governance, reporting, analytics, stakeholder engagement and knowledge transfer activities. * Transition of products, outputs, knowledge and documentation into Business As Usual (BAU) ownership within HMRC. The Supplier will be expected to provide flexible, scalable, multidisciplinary teams capable of supporting evolving programme priorities during the contract term. Deliverables will be defined and agreed through individual SoWs, with performance assessed primarily against the achievement of agreed outcomes, benefits and value delivered. HMRC is seeking suppliers with demonstrable experience in one or more of the following areas: * Learning and Development (L&D). * Workforce capability and professional skills transformation. * Organisational development and change. * Talent and career management. * Digital learning design and delivery. * Delivery of large-scale transformation programmes. * Work within tax administrations, regulated sectors, government departments or similarly complex organisations. The Supplier must demonstrate the ability to work collaboratively with HMRC stakeholders, transfer knowledge and capability to HMRC personnel, and support the progressive reduction of dependency on external resources over the life of the contract. Services will be delivered primarily through an outcome-based delivery model with milestone-based acceptance and payment arrangements.
