Notice Description

Kensington and Chelsea Council is providing financial support for 62 months and covering Carnival 2024, 2025, 2026, 2027 and 2028, plus the debrief process for Carnival 2028 for the organisation and conduct of Notting Carnival to deliver a safer and successful annual event that continues to celebrate the important historical and cultural aspects of the Carnival. The successful provider will be accountable to the wider Carnival community and statutory agencies to deliver detailed plans for Notting Hill Carnival 2024 to 2029. The contractor will be required to: 1.Demonstrate through experience that they have a strong understanding of the event, its history and relationship to the various communities in the borough. 2.Should have a governance structure that provides oversight and responsibility for all roles identified as part of Carnival's management. 3.Provide communication expertise and facilities with clear year-round channels to key stakeholders. 4.Demonstrate an understanding on how to deliver a comprehensive year round community engagement through meetings, social media and networks with key stakeholders including residents, carnivalists and non-carnivalists, local businesses, and visitors. 5.Demonstrate experience of providing comprehensive Event Management for all aspects at the event covering as a minimum. 6.Should be able to provide evidence successful to partnership working with all the strategic partners at the different levels of command and control. 7.Should be able to manage the administration of all bands including float passes and health and safety briefings, route diversion and contingencies, and band liaison on the day. 8.Should be able to provide assurances on how structures on the footprint are safe and signed off. 9.Should have the ability to demonstrate plans to raise further support in kind and cash.
