Summary of the contracting process

Rotherham Metropolitan Borough Council procured flood-prevention works for the Catcliffe and Treeton Flood Alleviation Scheme at Treeton Lane Bridge, on the B6067 south of Rotherham in South Yorkshire. The requirement is to improve the bridge’s freeboard and hydraulic capacity so it can accommodate flood flows over the River Rother. The planned solution involves raising the existing bridge by approximately 900mm at its current location, subject to design assessment. The preferred concept is a precast TY-beam structure with an in-situ concrete deck supported by the existing abutments. The procurement covers two-stage design and build, including pre-construction services and works. It is categorised as flood-prevention works, with delivery in Yorkshire and the Humber.

The procurement is complete and was awarded on 6 August 2026 to Esh Construction Ltd. The award value is £164,853.69. The wider estimated procurement value ranged from £164,854 to £6,000,000. The awarded contract runs from 28 July 2026 to 30 November 2027, within the wider contract period of 1 June 2026 to 31 March 2030. The tender submission deadline was 1 May 2026 at 4pm. This was a two-stage design-and-build process and a further competition through YORCivil 3 South and West Region Lot 3. The tender status is complete and the award is active. The procurement was suitable for small and medium-sized enterprises.

This award indicates demand for contractors able to combine flood-alleviation construction with bridge design and structural delivery for a local authority. Credible competitors would need experience assessing and improving hydraulic capacity and freeboard, alongside the ability to develop practical solutions for existing bridge structures. Relevant capability includes design management, hydrological and hydraulic coordination, structural assessment, road and bridge improvement, and construction over or near a watercourse. The requirement also points to a need for firms able to evaluate precast beam and in-situ concrete deck options, work within existing abutment constraints, and deliver an integrated two-stage design-and-build service. The procurement route shows that suppliers qualified for the relevant YORCivil regional lot can access this type of work, including suitable smaller businesses working independently or within a capable delivery team.

Notice Title

Catcliffe & Treeton Flood Alleviation Scheme (Treeton Lane Bridge) - 2 Stage Pre-Construction Services and Works

Notice Description

This is a two stage design and build for Catcliffe and Treeton Flood Alleviation Shceme (Treeton lane Bridge). The site is located South of Rotherham on B6067 Treeton Lane, Catcliffe, Rotherham, South Yorkshire. A detailed hydrological and hydraulic analysis has been undertaken and concluded the existing bridge can not accommodate the flow during flood conditions. Therefore, the freeboard and the hydraulic capacity of the bridge needed to be increased. Based on the structural condition of the existing structure, the economic and financial feasibility of road improvements, and road capacity issues, it is proposed that the existing structure be raised by approximately 900mm at the same location over the Rother River. The preferred option would be a precast ""TY"" beam with an in-situ concrete deck slab supported by the existing abutments. However, the suitability of this option will need to be assessed as part of the Design phase. This is a further competition via YORCivil 3 South and West Region Lot 3 Additional information: Value Duration
