Review of Stroud and Berkeley Vale Diagnostic Provision

Notice Description

In the context of developing the Stroud and Berkeley Vale locality development plan in line with our local Sustainability and Transformation Plans (STPs), NHS Gloucestershire Clinical Commissioning Group (GCCG) is seeking to commission a review of the provision of diagnostic services within this locality and a proposal(s) for a long term strategy that will support the innovative and sustainable delivery of a full range of diagnostic services. Any such long term strategy must enable the sustainable provision of these services in future years and not destabilise the current local services. GCCG is focussed on providing different models of care (outside of hospital) for patients with urgent, but not life threatening conditions. As such a strategy linked to the development of urgent care centres is being developed. Therefore any review of diagnostic services and the longer term recommendations within it must do so within the context of this direction of travel. Please see Appendix One for more information. The review should encompass the stocktake of current provision of and recommendations for improving access for patients within the locality to all 18 diagnostics listed in the specification. The review should also consider diagnostic requests made via a variety of referral routes i.e. GP direct access, outpatient, inpatient, A&E. To align with and inform existing service reviews in progress, this review should provide recommendations for the Stroud & Berkeley Vale locality but with considerations of wider impact and links with diagnostic provision across the county as a whole system. The review will be expected to assess the current access to diagnostics within Stroud & Berkeley Vale locality and provide recommendations in the following areas: * Review of best practice and evidence from other CCG areas where innovative models of diagnostic provision have benefitted patients, the healthcare community and / or the commissioner * Improvements that are required to achieve: o best practice o value for money o increased quality of service o reduction in inappropriate activity o effective image sharing * Utilisation of existing workforce skill mix and identification of training needs * Service locations and accessibility to meet locality's demand * Additional investment and resources i.e. staffing, estates, equipment * Review new models of service delivery i.e. consider diagnostic centres * Equipment and facilities * Effective utilisation of multiple providers * Reducing Emergency Department (ED) attendances made as a result of unavailable diagnostics in the community The review should result in the provision of phased recommendations spanning 2, 5 and 10 years. An implementation plan with timescales and clearly identified task owners to achieve the stated recommendations will also be expected.
