Summary of the contracting process

Wiltshire Council is currently conducting a tender for the "Renewable Energy study and report", aimed at supporting its Core Strategy review and new Local Plan in Trowbridge, England. This initiative is a direct response to the Council's climate emergency declaration, which seeks to achieve net carbon zero by 2030. The open procurement method is being employed, with the tender period concluding on 7 April 2022. The projected value of this consultancy service is £45,000, with the contract set to begin on 17 April 2022 and run until 8 August 2022.

This tender presents a significant opportunity for businesses specialising in business and management consultancy services, particularly those experienced in environmental policy and climate strategy development. Suppliers, especially small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations, are encouraged to participate, as the Council seeks qualified consultants to help formulate robust policies addressing renewable energy needs aligned with future land-use planning.

Notice Title

Renewable Energy study and report

Notice Description

Wiltshire Council is in the process of reviewing its Core Strategy and preparing a new Local Plan. In addition, and in direct response to the Council's declaration of a climate emergency, a Climate Strategy has been drafted to help guide the transition to net carbon zero by 2030, which will in turn inform the Local Plan. In order to help achieve our goal of tackling climate change through land-use planning and wider strategy development the Council is seeking to appoint a suitably qualified consultant team to help develop its evidence base and provide guidance on a range of matters to inform policy development. From a plan making perspective, the National Planning Policy Framework (NPPF) and Planning Practice Guidance (PPG) provide a clear steer in terms of the evidence and policy requirements needed to tackle climate change. Ultimately, the Study will need to be capable of helping ensure the Local Plan is legally compliant . The Council is currently preparing a number of strategies aimed at delivering synergistic step-changes towards tackling climate change. The review of the Wiltshire Core Strategy provides a real opportunity to introduce land-use policies to guide forecast growth in a manner that delivers sustainable development designed to tackle and adapt to and mitigate the effects of our changing climate. Further evidence is required to support plans and policies which will support Wiltshire's move towards Carbon zero - specifically in relation to renewable energy resources. Please note this is a revised requirement. Previous publication DN595620.
