Summary of the contracting process

The Health Innovation North East and North Cumbria is planning a procurement process for the development of two Cyber Security BETA Modules. This opportunity falls under the industry category of Office and computing machinery, equipment, and IT services, with a specific focus on software development. The procurement stage is at the planning phase, and key milestones include an engagement end date of August 1, 2024. The project is located in Newcastle-upon-Tyne, England.

This tender presents an opportunity for businesses specializing in software development and IT services, particularly those experienced in creating gaming software and cyber security solutions. Small and medium enterprises (SMEs) are well-suited for this opportunity as the Health Innovation North East and North Cumbria is seeking engagement with market operators. Interested suppliers should apply to the Dynamic Purchasing System (DPS) under Lot 5 to bid for this service and other relevant Lots that align with their organisation. The timeline for the Invitation to Quote to Lot 5 suppliers is expected towards the end of July, subject to change, so prompt application to the DPS is recommended to ensure acceptance to the framework and receive competition notifications.

Notice Information

Notice Title

Development of Two Cyber Security BETA Modules for Health Innovation North East and North Cumbria (HI NENC)

Notice Description

The purpose of this PIN is to inform market operators of an opportunity to develop a scenario based modular cyber security exercise. HI NENC wishes to engage a third-party organisation with proven experience in developing gaming software to create two BETA modules. We are seeking a BETA product with scope to develop future modules. Primarily the users are defined as senior leaders within social care organisations. The current prevalence of cyber-attacks and especially ransomware attacks is significantly increasing business risk across the health and care sector. Due to a range of structural, financial and operational challenges the digital maturity and resilience of social care organisations is variable. The reduction of cyber risk is correlated with reducing pressures on the rest of the health and care system. This is due to the requirement, in some instances of relocating service users in event of a cyber-attack. In addition, it reduces the risk of care services closing due to commercial loss and or reputational damage. The gamification provides an accessible learning experience in a complex and stressful space. This will be achieved through engaging across the spectrum of learning types (visual, read/write, auditory and kinaesthetic learning with particular emphasis on the later). Additional information: HI NENC would like to invite potential providers of Software Development services to apply to our Dynamic Purchasing System (DPS) DN670401 as a supplier. You can do this by following this link: https://procontract.due-north.com/Advert?advertId=7c5bf33c-52fa-ed11-8122-005056b64545 This opportunity will be developed as a further competition under Lot 5 of our DPS. You should therefore ensure you apply to Lot 5 to be able to bid to provide this service. You are also welcome to apply for any other Lots on our DPS that you feel are relevant to your organisation. If your company is not registered with the Proactis (ProContract) Due North Portal, click on this link Supplier registration (due-north.com) and complete your organisation name and email address and continue your registration. We are expecting to put out the Invitation to Quote to our Lot 5 suppliers towards the end of July. This timeline is subject to change. Interested suppliers are advised to apply to the DPS promptly to ensure they have been accepted to the framework and receive the competition notification. This notice is for information and engaging with the supply market only. It is not a binding statement of intent or call for competition. HI NENC reserves the right not to enter a formal process and not award a contract. The information contained in this notice, including information relating to the nature and scope of the requirements, the service classification of this requirement from the list of CPV codes, is only indicative of the HI NENC's current thinking and is neither exhaustive nor binding. HI NENC reserves the right at its absolute discretion to amend it at the time of issue of any further notices or at any other time. HI NENC will not be liable for any bid cost, expenditure, work or effort incurred by a potential supplier in acting on the basis of this PIN.
