Notice Description

Due to the upcoming expiry of the current contract, NHS England (South) is seeking to engage with providers who have the capability and capacity to deliver Satellite Renal Services for patients across the county of Somerset. This process is being carried out by NHS South, Central & West Commissioning Support Unit (SCW) on behalf of the Commissioner. The full service scope is currently being defined but as a minimum will include provision of renal dialysis at three satellite locations in the South West. The contract value is approximated to be around PS3.5 million per annum (dependant on final service scope) and will be contracted using the NHS Standard Contract. It is anticipated that the contract term will be 3 years minimum from 1/4/19 with an extension option at Commissioner discretion for any number of periods to a maximum of 7 years total. If the Commissioner chooses to proceed to procurement it is envisaged that the tender documentation for the procurement of these services will be available from April 2018. An engagement event will be held on 15/12/2017, 10.15 to 16.40 with the aim of gathering information from stakeholders to use when shaping the procurement documentation. At the event a presentation will provide information regarding the proposed upcoming procurement and upon request attendees will be allocated specific individual Question and Answer time slots following this. To attend this event please refer to the "Somerset Renal Booking Form MEE" as attached to this advert, making note of the deadlines therein. In the event you are unable to attend but would like to receive a copy of any presentation materials, please email WH.procurement@swcsu.nhs.uk and copies will be sent to you. 6 sessions are available, and will be allocated on a first-come first-served basis until all available time slots have been booked. Please note the attendance will be limited to 2 attendees per organisation, and the Commissioner reserves the right to reduce this number should venue capacity necessitate. An expression of interest to attend this Market Engagement Event is no indication of a commitment to participate in any future tender process nor does it infer any special status on those Providers who do attend. An expression of interest in this event will not automatically entitle involvement in any future procurement exercise. Any procurement conducted subsequent to the event will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when it is published. Providers who do not attend this Market Engagement Event will still be able to apply for the Procurement in the future. Please note that this Market Engagement Event does not represent a formal stage in the procurement process and attendance will play no part in any subsequent evaluation process. Additional information: The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77). Any tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
