Summary of the contracting process

The Isle of Wight Council procured apprenticeship training for the Social Worker Integrated Degree Level 6, including delivery of Levels 4, 5 and 6 of the integrated degree. The programme is an education and training service (CPV 80000000) delivered for the Council in the South East of England. It must follow the fully published apprenticeship standard set out by Skills England. The requirement was run as a further competition through the Authority’s Dynamic Purchasing System for learning and development services. The Council sought provision supporting both employers and learners, with evidence of strong satisfaction and high achievement rates. The opportunity was suitable for small and medium-sized enterprises, and the appointed providers were Southampton Solent University, the University of Kent and the University of Winchester.

This procurement is complete and was awarded following a further competition under a Dynamic Purchasing System, using an ‘Other’ procurement method. The tender deadline was 30 June 2026 at 2pm. The contract was awarded on 30 July 2026 to Southampton Solent University, the University of Kent and the University of Winchester, with a total awarded value of £288,000. The contract period runs from 1 September 2026 to 31 August 2028, with an option for the Isle of Wight Council to extend it by a further 12 months at its sole discretion. The stated value is based on estimated learner numbers over the initial term and possible extension, with no guaranteed learner volume. Evaluation placed emphasis on employer and learner satisfaction and achievement rates.

This award shows demand for higher-level social work apprenticeship delivery commissioned by the Isle of Wight Council through a Dynamic Purchasing System. A credible future provider would need to deliver the complete Social Worker Integrated Degree Level 6 apprenticeship, including Levels 4, 5 and 6, in line with the Skills England standard. Registration on the Apprenticeship Provider and Assessment Register is essential. Strong evidence of employer satisfaction, learner satisfaction and high achievement rates would be important in competing with established higher education providers. The requirement suits organisations able to support apprenticeship learners and employers across the South East, manage delivery over a multi-year programme and demonstrate reliable educational outcomes. Smaller training providers may also be relevant, as the procurement was identified as suitable for SMEs.
