Summary of the contracting process

The purchasing process is initiated by Norwich City Council (NCC) for the procurement of taxi driver assessment services. This contract falls under the 'Taxi services' industry category and is located in Norwich, East of England. The procurement method used is an open procedure, with the tender period having ended on 22nd May 2017. The contract will commence on 12th June 2017 and is set to run until 30th June 2022. The council aims to establish a framework of up to five suppliers to provide these essential services, which are vital for ensuring that taxi drivers meet the required standards.

This tender presents a valuable opportunity for businesses that specialise in training and assessment services, particularly those focussed on transport and driving standards. Small and medium enterprises (SMEs) with expertise in driving test training, consultancy in road safety, or educational services tailored to driver assessments will have a competitive edge. As the council may expand the framework in the future, successful bidders could secure a long-term partnership with NCC, thereby fostering growth and stability within their operations.

Notice Title

9613 - Procurement of services: Taxi driver assessments

Notice Description

Norwich City Council (NCC) licence all hackney carriages that ply for hire within the Norwich boundaries and private hire vehicles whose booking office is in Norwich. As part of this process NCC requires that all drivers undergo driver assessment training as per Guidance for driving examiners carrying out driving test (DT1). The council is looking to establish a framework of up to five suppliers to provide this service for each of the three test types. Should the council determine during the framework that additional suppliers are required; this would be accomplished via a further tendering process. Those suppliers remaining within the original framework would not be affected.
