Summary of the contracting process

The NHS England is inviting tenders for the NHS Privacy Enhancing Technology (NHS-PET) project. This project aims to provide robust protection for patient information and ensure safe data use within the healthcare sector. The contract, with an estimated value of up to £35,000,000 over 3 years, involves the deployment of a standalone service to enhance data privacy and protection across the NHS. The procurement method is an open procedure, and interested parties must register and apply via Atamis e-sourcing portal. The tender period ends on 26th July 2023, with a contract period starting on 9th October 2023.

This opportunity presents significant growth potential for businesses providing electronic data management, data processing, and software package services. The NHS-PET project requires a supplier capable of scaling the solution across the enterprise and ensuring connectivity between data platforms. Businesses specializing in platform interconnectivity software development, data management services, and information systems are well-suited to compete for this tender. SMEs and VCSEs are also encouraged to participate, given the contractual focus on innovation and data protection within the healthcare sector.

Notice Title

NHS Privacy Enhancing Technology (NHS-PET)

Notice Description

NHS England are committed to keeping patient information safe and being transparent about how it is used. NHS Privacy Enhancing Technology (NHS-PET) will provide robust protection and deliver a standard approach to support safe data use including data privacy treatments and ensuring appropriate data access. NHS-PET will initially be deployed for the Federated Data Platform Programme (FDP). NHS-PET will be a standalone service that potentially includes cloud-based Software as a Service (SaaS) solutions to provide data privacy and protection to FDP, and the wider NHS. NHS-PET will be used across NHSE in conjunction with various data platforms. The successful supplier will be required to scale the use of the solution across the enterprise. Connectivity between NHS enterprise data platforms is extremely important as it will enable rapid scaling and sharing of tools and applications that have been developed at a local level, in a secure way, supporting levelling up and reducing variation across England. Bidders should therefore ensure their solution is designed around open standards to support integration and scaling requirements. NHS-PET will be a distinct service that is a required part of the overall NHS data protection ecosystem and FDP capability for sharing data safely and securely. The 3-year NHS-PET contract will have an additional option to extend by 24 +12 + 12 months with a total estimated value of up to PS35,000,000 over the contract period. The actual contract value will depend on the extent of the use of the service.
