Summary of the contracting process

The Bedford College Group is exploring a future end-to-end service for hot water boilers and chilled or ambient drinking-water dispensers across its estate in Bedford and potentially other sites. The requirement is expected to cover equipment supply, installation, commissioning, planned preventative maintenance, reactive repairs, servicing and ongoing technical support. It also includes associated filtration, hygiene management, lifecycle maintenance and customer support. The main category is the supply of equipment, with repair and maintenance services forming an important part of the overall scope. The College is examining whether a single supplier could provide the complete service, from equipment provision through to continuing operation and support, rather than separate suppliers for individual elements.

This is a preliminary market engagement at the planning stage, not a tender or call for competition. The College is gathering supplier views on available solutions, commercial models, maintenance approaches, implementation issues, risks, value for money and future procurement strategy. It expects the engagement to end on 10 November 2026. Suppliers are invited to review the engagement material and complete a questionnaire through the MultiQuote portal. Feedback will help shape the future specification and determine the most suitable procurement approach; participation will not create an advantage or disadvantage in any later procurement. The College is considering a comprehensive arrangement across multiple sites, potentially with one supplier, but this remains part of the market consultation.

This engagement will suit manufacturers, distributors, specialist water-dispensing providers, heating-equipment companies and facilities-management or maintenance contractors able to combine equipment supply with field service delivery. Relevant capability includes installing and commissioning hot-water boilers and drinking-water dispensers, providing planned servicing and responsive repairs, managing filtration and hygiene, and supporting equipment throughout its lifecycle. Suppliers with established multi-site operating models, reliable engineering coverage and strong customer-support arrangements are likely to provide useful input. The College is also interested in sustainable solutions, emerging technologies, innovative delivery models and best practice. Businesses able to explain alternative commercial and maintenance models should prepare evidence of how they could deliver a joined-up service and manage implementation risks.

CA18308 - Pre-Market Engagement: Supply, Installation and Maintenance of Hot Water Boilers and Chilled/Ambient Water Dispensers

Notice Description

Preliminary Market Engagement (PME): Supply, Installation and Maintenance of Hot Water Boilers and Chilled/Ambient Drinking Water Dispensers The Bedford College Group is undertaking a Preliminary Market Engagement (PME) exercise to gain a better understanding of the current market and available solutions relating to the provision of hot water boilers and chilled/ambient drinking water dispensers across its estate. The purpose of this engagement is to obtain insight from suppliers regarding the supply, installation, commissioning, maintenance and support of drinking water and hot water dispensing equipment, together with associated servicing, filtration, hygiene management, lifecycle maintenance and customer support arrangements. The College is seeking to understand current market capabilities, emerging technologies, sustainable solutions, innovative delivery models and best practice approaches that may assist in shaping future requirements. Through this engagement, the College wishes to explore the feasibility of a single supplier providing a comprehensive end-to-end service across multiple sites, including equipment provision, installation, planned preventative maintenance, reactive repairs, servicing and ongoing contract support. Suppliers are invited to provide feedback on equipment options, commercial models, maintenance approaches, implementation considerations, risk factors and any opportunities to improve value for money and service delivery. Information gathered through this exercise will be used to inform the College's understanding of the marketplace, support the development of its future requirements and procurement strategy, and assist in determining the most appropriate approach for any potential future procurement. This Preliminary Market Engagement is being undertaken solely for market research and information-gathering purposes. It does not constitute a call for competition, invitation to tender, request for quotation, or any commitment by The Bedford College Group to commence a procurement process or award a contract. Participation in this exercise will not confer any advantage or disadvantage in relation to any future procurement activity. Interested organisations are invited to review the accompanying Preliminary Market Engagement documentation and complete the questionnaire via the MultiQuote portal.
