Summary of the contracting process

Transpennine Trains Limited procured new rolling stock for use in Scotland. The requirement covers the design, manufacture, testing and commissioning of the selected train option, followed by fleet maintenance, servicing and refurbishment. The trains are to be supplied under a Manufacture and Supply Agreement, with ongoing services under a Train Services Agreement using a dry-lease structure consistent with the operator’s operations. Maintenance payments are adjusted against performance measures including fleet availability and reliability. This combines a major train-manufacturing programme with long-term technical support and upkeep, rather than a standalone purchase of vehicles.

The procurement is complete and was awarded to Alstom Engineering and Services Limited following a selective negotiated procedure. The award was made on 8 September 2026, with an awarded value of £1,292,159,073. The contract period runs from 8 September 2026 to 8 September 2042. The tender deadline was 8 September 2026. The requirement was treated as a single procurement, with no separate lots identified. The tender set out output requirements for the trains’ key characteristics, the expected contract programme and overall deliverability. Maintenance service payments are linked in part to performance indicators, including fleet availability, reliability and performance.

This award demonstrates demand from Transpennine Trains Limited for an integrated supplier able to design, build, test and commission new trains and then maintain, service and refurbish the fleet over a long operating period. A credible competitor would need substantial rolling-stock manufacturing capability, engineering and commissioning expertise, and the capacity to deliver dependable whole-life maintenance at fleet scale. The output-based requirements make the ability to meet defined train characteristics and deliver a coordinated programme important, while the maintenance model rewards consistent availability, reliability and performance. The successful supplier was a large engineering business, indicating the scale and breadth of capability involved. Firms specialising only in routine maintenance or supplying components would be better placed as delivery partners than as the lead provider for this combined requirement.
