Outset Cornwall 4 Start Up Support Project Consultancy

Notice Description

Background Outset Cornwall 4 is a European Regional Development Fund project to deliver a range of start up support services to individuals living in Cornwall and the Isles of Scilly (CIoS). We are working in partnership with a wide range of organisations and stakeholders, including the Growth Hub and the providers of other business support services. Outset Cornwall has previously been successfully delivered for almost ten years in the region and has a first-class reputation for the level and reach of the individuals supported under the programme, its partnership working, and the outputs and outcomes that the project achieved. Outset Cornwall, as part of our wider Outset services, has delivered benefits much wider than the typical outputs required by European funded programmes, and has been independently evaluated by the New Economics Foundation in respect of these wider economic and social benefits that it delivers to local economies. Delivery We now wish to procure the delivery of some elements of pre-start, start-up and post-start training and coaching support services based on the following specialisms: All tender applications must demonstrate that staff delivering have experience of the following: Self-employment/running their own business; Delivering training or 1:1 support to underrepresented and disadvantaged groups; And at least three of the following specialisms: Market research, feasibility, business finance, sales, market strategy, digital m...ies, but bidders are required to demonstrate how they will work with us to support and enhance these activities. For example, what relationships they may already have with relevant stakeholders or businesses, what outreach, promotion and engagement activities or expertise they will contribute. The successful bidder or bidders will be required to use YTKO's Customer Relationship Management system on which training will be provided, and collect a range of paper-based data, evidence and contractual forms regarding delivery, outputs and results. Payment of invoices will not be approved unless all electronic and paper evidence is in order and has been signed off by the YTKO Programme Director. The following minimum outputs are required to be achieved in the first 12-month period: C01 Number of Enterprises receiving support (12 hours post start) - 61 C04 Number of Enterprises receiving non-financial support - 61 C05 Number of New Enterprises supported (12 hours post start) - 61 C08 Employment increases in Supported Enterprises (Jobs Created) - 57 C29 Number of enterprises supported to introduce new to the firm products - 36 P11 Number of potential entrepreneurs assisted to be enterprise ready - 149 Full guidance regarding the definitions of these outputs can be found by following the link below: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/832352/ESIF-GN-1-002_ERDF_Output_Indicators_Definition_Guidance_v6.pdf
