Notice Description

This is a market engagement exercise and is not a tender exercise. HM Land Registry would like expressions of interest from market operators that can supply a commercial off the shelf Data Analytics System We require products with the following capabilities: 1) Integrate with various data sources including (but not limited to), excel spreadsheets, Oracle, Microsoft server, Postgres and DB2 databases. 2) Extract data from one source in a variety of file types, transform the data into a standardised format and store the data in another database. 3) Provide a range of data cleansing and preparation tools. 4) Perform data matching. 5) Perform data merging. 6) Applying user defined business rules to datasets. 7) Variety of data visualisation tools for exploring and displaying data in a paper based and electronic format. 8) Ability to provide 'dashboard' style online visualisations, providing real time analysis of complex data in customised formats. 9) Provide a range of summary and descriptive statistics. 10) Build, configure, administer and deploy static and dynamic web- based reports. 11) Produce management information reports and dashboards for strategic and tactical purposes. 12) Ideally the system should allow reports to be customised by the user 13) Filter and query large datasets. 14) Analyse, model & profile data to identify trends, patterns & anomalies, including chronological data. 15) Manipulate, manage, merge and extract parts of free text. 16) Text mining to model structured and unstructured data. 17) Statistical modelling including but not limited to cluster analysis, decision trees, neural networks, linear regression and association analysis. 18) Scalable in support of additional data sources. 19) Ability to analyse large volumes of data. 20) Integration with Microsoft office applications such as Powerpoint, Office 365. The ability to save multiple graphical formats suitable for presentations to web. 21) Functionality which allows for interaction with mapping toolkit and a spatially enabled analytical capability. 22) Provides audit capability. 23) Supports role-based access controls. 24) Provides security features appropriate to holding personal sensitive data in line with Government Protection Marking Scheme. HM Land Registry will use the output of this pre-market engagement activity to determine the next stages and inform a potential procurement exercise.
