Summary of the contracting process

The Department for Environment, Food & Rural Affairs (DEFRA) is inviting tenders for the project "Stacking of nature market credits." This procurement falls under the category of research and development consultancy services. The tender aims to provide an evidence-based understanding of different stacking models in UK nature markets with specific focus on economic, environmental, and social outcomes. The tender deadline for submissions is 18th September 2023, with the contract period running from 16th October 2023 to 31st March 2024.

This opportunity is well-suited for businesses offering economic research, research consultancy, market research, financial market regulatory, and environmental issues consultancy services. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations are particularly encouraged to apply. The procurement method is an open procedure above threshold, providing equal chances for a diverse range of service providers to contribute to Defra's environmental and financial ambitions through this research project.

Notice Title

Stacking of nature market credits

Notice Description

The Nature Markets Framework, published in March 2023, sets out the principles required to ensure environmental integrity while combining multiple ecosystem service revenue streams from a single intervention (stacking). Defra is yet to develop policy on whether to increase the number of circumstances where stacking is allowed in UK nature markets. There lacks a sound evidence base, and it is unclear what stacking model would be most effective at delivering Defra's environmental and private finance ambitions as well as the effect on costs to developers within our compliance markets (biodiversity net gain and nutrient neutrality). This research will seek to provide Defra with an understanding of the empirical theory and evidence on stacking and is expected to provide insight into the impact of different stacking models on economic, environmental, and wider social outcomes. The research should provide specific consideration to ecosystem service measurement challenges, additionality issues, the interaction between voluntary and compliance market schemes, and variations in nature market rules.
