University Hospitals Birmingham NHS Foundation Trust (UHB) is the lead organisation for INSIGHT - the Health Data Research Hub for Eye Health, which was established on 1 October 2019 under the Health Data Research UK (HDRUK) Digital Innovation Hub programme with funding drawn from the Medical Research Council under the UK Government's Industrial Strategy Challenge Fund. Moorfields Eye Hospital NHS Foundation Trust (Moorfields) is a key partner of the INSIGHT Hub, which also comprises the following collaborating organisations: - University of Birmingham - Action Against Age-related Macular Degeneration - Roche Products Ltd - Google Health UK INSIGHT is focused on eye disease and its application to systemic health. Our ambition is to use anonymised large-scale data, ocular imaging and advanced analytics, including artificial intelligence, to enable novel insights in disease detection, diagnosis, treatments and personalised healthcare. INSIGHT will combine secure access to health data with expert services to enable users (notably from industry, academia, the charitable sector and the NHS) to address research questions designed to improve patient care and generate a value return for the NHS. UHB and Moorfields are Joint Data Controllers for INSIGHT. Working together, each Trust will contribute health data assets and expertise, and collate new health data assets and combined expertise. University Hospital Birmingham NHS Foundation Trust (UHB) on behalf of itself and Moorfields NHS Foundation Trust (MEH), is seeking to commission consultancy services, with respect to the sustainability of INSIGHT; including an assessment of the viability of commercialisation of the INSIGHT health data assets, and advice on the available routes to market for INSIGHT. Phase 1 of the required deliverables will require the supplier to produce a Scope of Works for the delivery of the project. Following the acceptance of the deliverables of Phase 1, with Phase 2 (the commissioning of the delivery of the statement of works produced through Phase 1) will be made by Designated Officers of UHB and Moorfields. The delivery of Phase 2 may be commissioned through the Phase 1 supplier (under the Phase 1 contractual arrangements) or alternatively, the Trusts may choose to undertake a separate procurement process to appoint a supplier to deliver Phase 2. The initial contract term will be for a period of 3 months. It is anticipated that this period will cover the delivery of both Phase 1 and Phase 2. In the event that Authority elects to procure the delivery of Phase 2 through a separate procurement process, the Authority may terminate the contract upon completion of Phase 1. The contract may be extended for a period of up to 6 months.
