This project aims to develop a low-carbon heat network and an associated energy centre, with future expansions planned. The current tender, under the Negotiated Procedure with prior call for competition, falls under the category of District Heating (CPV 09323000) and related construction and civil engineering works. Interested parties must submit their tenders by 15 November 2024, with the project expected to start in early 2025 and Phase 1 completed by March 2028. The selected contractor will undertake a comprehensive project that includes elements such as waste heat exchange, buried pipeline networks, and energy centres, making it ideal for businesses with a strong engineering and energy sector portfolio. Large enterprises with the capacity to manage extensive, multi-phase projects are particularly well-suited to compete, as the requirements exceed typical capabilities of SMEs and VCSEs. Successful execution will position the winning contractor as a leader in sustainable urban infrastructure.
