Summary of the contracting process

Health Education England is currently seeking proposals for the "HEE - Approved/Responsible Clinician Mental Health Training Course," a specialised programme in the education and training services sector. The procurement is at the tender stage, with the deadline for submissions set for 20 January 2022. The service is to be delivered in England, focusing specifically on the South West region. The total value of the contract is £187,000, with the contract period expected to run from 31 January 2022 to 31 January 2024. As this notice is a Prior Information Notice (PIN), it suggests a direct award process is anticipated to be made to the University of Exeter, which has been identified for delivering this training course.

This tender presents significant opportunities for organisations skilled in advanced mental health training and education development, particularly those with a proven track record in clinical education. Companies that specialise in higher education, especially in bespoke training programmes, would be well-suited to compete. Given the urgency of maintaining continuity in this essential service, those who can demonstrate established relationships and expertise in delivering high-quality mental health training will have a competitive advantage in this procurement process.

Notice Title

HEE - Approved/Responsible Clinician Mental Health Training Course

Notice Description

Health Education England are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award to The University of Exeter. The case for direct award can be found on the tender portal. During 2020-21 University of Exeter has been identified as having developed an Advanced Practice, mental Health offer that was aligned to the Multi-Professional Approved/Responsible Clinician, Mental Health Training Course. This specialist P Cert level course combines both academic and practical clinical experience. Since then, the Trust has continued to develop the programme, giving vital feedback to HEE in order to support the large-scale multiple year procurement which will follow shortly. The supplier have demonstrated their ability to develop and deliver a regionally based, high impact training programme for trainees. Owing to the complex nature of the programme seamless continuity is essential. If the existing supplier is unable to continue providing the service and lead on rolling out the course across the regions then it will be detrimental for the following reasons: * To become an Approved Clinician, there is a statutory requirement to produce a portfolio demonstrating competence and attendance at a two-day induction. In addition, further learning in Mental Health Law Practice is also recommended by the Psychological Professions Network, which is currently only being offered at University of Essex via an 18 month PG Cert. * If the current supplier is unable to continue then the programme will need to be withdrawn in-year which will impact on the supply of specialist training, development of the workforce and delaying the fulfilment of the LTP ambitions, which will ultimately impact on patient care. * New suppliers will be unable to provide the same level of continuity of service without significant additional resource, and time from HEE which will be required in order to get them up and running, but this will not be possible within year 2021-22. * As this is such a bespoke training programme designed by experts with years of experience, this would lead to multiple procurement exercises which would inevitably lead to an increase
