Notice Description

The University of Leeds has a requirement, for a supplier to provide a new car parking system used across the University. The car parking system serves two principal functions: *Management and issue of parking permits *Processing, issue and enforcement of Parking Charge Notices These functions are currently provided by two system Suppliers: *ParkIt for Permit Management *iView for Parking Charge Notice issue and enforcement Whilst these systems do work together, this integration is limited and getting the Suppliers to work together has proved to be a challenge. University of Leeds is therefore looking to procure a replacement for these systems such that the parking system and enforcement can be much more efficient. This includes reducing the need for manual processes, reduced staff administration time, increased revenue from Parking Charge Notices and improved debt recovery rates and a better experience for system users. For example, it currently takes three days for iView to process the information it receives from a variety of sources and issue Parking Charge Notices and there is a desire to make this process near to instant. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
