Summary of the contracting process

Eiffage Kier Ferrovial BAM (EKFB) JV is procuring waste management services for the C23 project, part of the HS2 Main Works Civils Contracts. The requirement covers waste-related services and the provision and management of containers, bins and drums, including handling wood waste and disposal activities. Work will support three delivery areas: North Chilterns to Aylesbury, Calvert to Greatworth, and Greatworth to Southam, across the South East of England. EKFB is delivering civil engineering works for HS2 along an 80-kilometre section between the Chiltern Tunnel and Long Itchington Wood. The wider construction programme includes viaducts, green tunnels, road diversions, bridges and large-scale excavation. EKFB is the buying organisation and intends to appoint suppliers to support these construction activities.

The procurement has reached tender stage: EKFB invited offers through a selective procedure, using a framework agreement with call-off contracts. Expressions of interest were sought as part of the selection process, and EKFB may appoint more than one framework to reflect suppliers’ geographical capabilities. The deadline for submissions was 9 September 2026 at 5:00 pm. The contract period is from 21 December 2026 to 20 December 2028. The estimated value is £1,000,000, with a minimum estimated value of £500,000, both in GBP. The opportunity is classified as a services procurement. It is suitable for small and medium-sized enterprises. Any appointed supplier would support waste management requirements across the stated C23 delivery areas under the framework and its subsequent call-offs.

This opportunity suits waste management companies able to serve major civil engineering and construction projects across the South East of England. Relevant capability includes supplying, placing and managing waste containers, bins and drums; collecting and handling construction waste, including wood waste; and arranging compliant disposal or transfer through suitable waste facilities. Suppliers with established operational coverage across one or more of the C23 delivery areas may be well placed, particularly where the framework is divided according to geographical capability. The scale and complexity of the surrounding HS2 works favour businesses with dependable logistics, sufficient vehicle and container capacity, responsive site services and experience working safely alongside large infrastructure or civils contractors. Small and medium-sized enterprises are expressly considered suitable for the requirement.
