Summary of the contracting process

The Luton Borough Council is currently conducting a tender process for the "Housing DPS for Nightly Lets and Private Sector Leasing." This procurement is categorised under services, specifically dealing with camping sites and other non-hotel accommodation, primarily in the East of England, UK. The tender is at the active stage, with the tender period concluding on 21 August 2017. The total contract value is £4,000,000, with a minimum bidding requirement set at £2,000,000. The contract is expected to commence on 5 September 2017 and will last until 14 August 2022. The procurement method employed is selective, following a restricted procedure, which will facilitate the necessary compliance with OJEU regulations.

This tender represents a significant opportunity for businesses involved in real estate, accommodation services, and property management. Companies that are small or medium-sized enterprises (SMEs) or are voluntary, community, and social enterprises (VCSEs) are particularly encouraged to apply, given the suitability criteria outlined in the tender. By participating, businesses can potentially diversify their client base and enhance their service offerings within the social housing sector, thereby fostering growth and sustainability in their operations.

Notice Title

Housing DPS for Nightly Lets and Private Sector Leasing

Notice Description

PSL housing is currently provided by a framework that expires 31st may and has been informally extended until the procurement tender is complete. Nightly Rates has not undertaken a procurement exercise and needs to be made OJEU and Procurement compliant. Inadvertently, the current approach has led to significant discrepancies in terms of monthly rates (and by extension to financial inefficiencies) as well as in terms of performance and supplier management techniques. The establishment of the DPS will aim to bridge that gap by ensuring that leasing and nightly rates is governed by the same technical, financial and contractual thresholds. Please note that the current tender has two Lots. The Council is proposing to issue a third Lot in the autumn, where agents and landlords will be able to tender on the basis of retaining liability for the repairs and maintenance.
