Principal Contractor for the Grenfell Tower Site

Notice Description

The procurement seeks to appoint a Principal Contractor who will perform in two main areas: 1. Undertaking Principal Contractor and Site Management Duties (Maintenance) The Principal Contractor will be required to assume the current duties of the incumbent Principal Contractor throughout all phases of the works including: * Health, Safety, Welfare, Environment and Quality Processes * Site Safety and Security Operations * Structural Safety and Construction * Project Management * Engagement * General Maintenance These duties should not be considered exhaustive and the Contractor is required to advise the client of any other duties and activities it considers are required to fulfil its legal obligations as Principal Contractor and maintain effective safety, security and management control of the site. The Contractor will be required to work closely with the incumbent Contractor and undertake a due diligence exercise on the arrangements and facilities in place during a handover period with the intention of affecting a seamless transfer from one supplier to the other. The Contractor will be required to augment the site facilities as required to meet the demands of the work programme. 2. Undertaking the Safety Works A number of activities are required to further enhance the longer term safety and stability of the Tower. These are collectively known as the Safety Works which may include, but are not limited to, the following items : * Enhancements to welfare and logistics arrangements * Removal of metalwork from floors * Modifications to the scaffold * Installation of longer term propping solution to maintain stability of Tower structure (Stage 3 propping) * Basement Plant removal / relocation * Asbestos removal and soft strip A range of communications and engagements with the local community will also need to be undertaken as a precursor to these activities. This will involve a presentation to the local community post tender submission as detailed in the ITT. MHCLG invites applicants to express interest to this Contract Notice. Using the Restricted Procedure, a Selection Questionnaire (SQ) will be used to shortlist applicants for Invitation to Tender (ITT) stage. Further details of the skills and capabilities required from the Principal Contractor are identified in the SQ and further detailed requirements and responsibilities are set out in the draft ITT. The Authority may request that applicants sign a confidentiality agreement after the shortlisting process in order to receive a limited number of confidential documents which are to be made available at ITT stage. The contract is for an initial period of 12 months. The contract is extendable for up to 24 months, based on 4 increments of 6 months. Please refer to 'Additional text' for instructions on Expressions of Interest and access to Procurement Documents.
