Winchester City Council is required to deliver [capital] asset valuation services in accordance with RICS and other statutory requirements. The council is awarding a contract via the ESPO framework "Estates Management Professional Services" Ref: 2700_22. The Framework has provision for a direct award and in accordance with the guidance set out in the Framework, Wilkes Head & Eve LLP has been identified as being able to meet the specification requirements and is the least cost provider.
