Summary of the contracting process

Derbyshire County Council is currently conducting a tender process titled "Derbyshire Connect," aimed at procuring transport operators to provide essential public transport services across the East Midlands. The primary focus of this procurement is on two service elements: 1) Active Travel to Health for elderly or disabled individuals needing transport for health-related appointments, divided into four areas, and 2) Bus Services to facilitate access to town centres and major supermarkets for those who cannot use conventional transport. This tender is open for applications until 22nd February 2017 and involves a contract valued at £3,185,000, which may be extended up to 3.5 years to adapt to changing transport demands.

This procurement opportunity presents significant growth potential for transport service providers, particularly small and medium-sized enterprises (SMEs) and voluntary community sector enterprises (VCSEs) capable of meeting the diverse needs of mobility-impaired passengers. Companies that operate accessible transport services, community transport initiatives, or specialised vehicle services will find this tender especially relevant. By engaging in this contract, successful bidders can contribute to improving public transport access, thereby enhancing their service offerings and community presence in Derbyshire.

Notice Description

Derbyshire County Council is seeking transport operators to provide safe, punctual, reliable and affordable service for passengers across the County as part of the Derbyshire Connect group of services. There are two separate parts to this tender - 1) The Active Travel to Health element - this service enables elderly or disabled people who struggle to use conventional public transport services to reach health related appointments such as hospitals, doctors surgeries, dentists, opticians, clinics etc. For the purposes of this element of the tender Derbyshire has been divided into 4 areas. 2) The Bus Service element- this service enables elderly or disabled people who struggle to use conventional public transport or people in areas where there is no local public transport to reach their local town centre and/or major supermarket to allow them to access essential shopping and other activities. For the purposes of this element of the tender Derbyshire has been divided into 2 areas The initial contract to provide these services is for 2 1/2 years however this may be extended to 3 1/2 years. During that time is likely that the services will evolve to take account of changes in demand to provide for the transport needs of all public transport users in areas otherwise difficult to serve by conventional public transport. Operators can choose to apply for one or more specific individual service elements in the specified areas.
