As part of Functional Resource Management (FRM) the Portfolio, Programme and Project Management (PPM) function needs to evaluate and baseline the skills, experience and knowledge of its personnel. This is essential to ensure that an appropriate level of Suitably Qualified Experienced Personnel (SQEP) are available in order to support the business, provide a skills gap analysis and underpin the restructuring and resizing requirements. To provide this data, a whole function competency assessment exercise is required.
