Notice Description

Birmingham City Council wishes to invite suitably experienced and qualified consultants to undertake a Retail & Leisure Needs Assessment for the city in accordance with the National Planning Policy Framework (NPPF) and national guidance contained in the Planning Practice Guidance (PPG). This will form an integral part of the evidence base to underpin new retail and leisure development related policies in the review of the Birmingham Development Plan (BDP). The purpose of the RLNA is to provide up to date and robust evidence to inform policy options for meeting retail and leisure needs in the Local Plan update, in accordance with the NPPF and PPG (taking account of any changes/updates to national policy and guidance). The assessment must: o provide robust evidence that accords with the NPPF's tests of soundness; o be written in plain English with a clear and transparent methodology; o provide a range of tools that will enable BCC to update and monitor the RLNA and carry out ad hoc analysis when required. The study should include consideration the potential impacts of Brexit and Covid-19 on Birmingham's economic prospects, growth and work patterns, identifying sectors which are considered most at risk, considering the impact this may have on the retail and leisure sectors and incorporating sensitivity testing into economic forecasts. This contract will be for a period of 10 months commencing on 6 April 2022 until the end of December 2022.
