This contract aims to enhance the data management system supporting a complex bus network across the East of England. Classified under software package and information systems, the procurement uses a selective method through the G-Cloud 14 framework. The process has reached the award stage, with the contract awarded to ITO World Limited for a four-year period starting from 1 August 2026. The project is valued at £409,500, and while the procurement method was a call-off from a framework agreement, it is specific to goods within the industry category. The tender process concluded on 8 June 2026, followed by the contract award on 11 June 2026.

This tender offers substantial business growth opportunities, particularly for small and medium-sized enterprises (SMEs) specialising in software and data management systems. Companies with capabilities in delivering scalable, high-quality data solutions for public transport networks will find this project particularly relevant. The procurement invites SMEs to enhance public transportation efficiency by providing a reliable information system that supports future expansion. Given the potential policy developments in local governance within Norfolk, the project aligns with strategic priorities that could lead to collaboration with new local government entities, offering further expansion possibilities for suppliers involved.

Real Time Passenger Information (RTPI) Data Management Information

Notice Description

The Authority operates a complex bus network comprising approximately 550 vehicles across multiple operators. The RTPI system Data Management System is a critical service that underpins passenger confidence, modal shift, and compliance with national open data and information standards. The Authority required a solution that: * Provides a single, reliable source of truth for timetable and real-time data * Minimises operational overhead for a lean internal team * Distributes high-quality information consistently across multiple channels * Is scalable to support future expansion (circa 900 vehicles) This was a call-off from GCA's Framework agreement G-Cloud 14 RM1557.14 Please note that this contract has been let on a 3+1 years basis and that the contract value stated in this notice is for the full potential 4 years of the agreement. On 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received - these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that "once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification". The Government has confirmed that it is minded to create three unitary Councils, subject to parliamentary approval. On 4 December 2025, the Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it is minded to hold inaugural mayoral elections in May 2028. Should these processes lead to unitary local government in Norfolk and/or to the establishment of a Mayoral Strategic Authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the council, or to any joint body incorporating or formed by any such successor and/or to any Mayoral Strategic Authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.
