Summary of the contracting process

The Leicester City Council is currently conducting an open tender for "Air Quality Assessment & Associated Services" as part of their commitment to improve the living conditions in Leicester through the "Healthier Air for Leicester" initiative. The procurement process aims to address growing concerns surrounding air pollution, specifically targeting pollution metrics such as PM2.5 and NO2. The tender was published on 6 September 2019, with a deadline for submissions by 7 October 2019. The contract will commence on 4 November 2019 and conclude on 30 November 2024. This procurement falls under the category of services, with a total estimated value of £200,000, and the delivery will take place within the East Midlands region of the United Kingdom.

This tender presents significant opportunities for businesses focused on environmental services, particularly those specialising in pollution tracking, monitoring, and rehabilitation. Small and medium-sized enterprises (SMEs) that offer innovative solutions in air quality management and have experience in public sector projects will find this opportunity especially conducive to growth. The division of work into eight separate lots also allows for varied participation, enabling businesses of different sizes and capabilities to engage in the procurement process.

Notice Title

Air Quality Assessment & Associated Services

Notice Description

Leicester City Council (LCC) has been committed to make Leicester one of the best places to live, work and visit. To deliver this promise an Air Quality Action Plan "Healthier Air for Leicester" (AQAP) was devised and adopted in 2015, https://www.leicester.gov.uk/media/180653/air-quality-action-plan.pdf This plan is focused on particulate matter of 10 microns or less (PM10) and nitrogen dioxide (NO2) measures. This procurement would go some way to identify and formulate new measures which would address our particulate matter levels of 2.5 microns or less (PM2.5). Leicester is fully compliant with all current national air quality objectives except for the annual mean for NO2, for which an Air Quality Management Area around the City Centre and along arterial routes was introduced in 2000. However, if World Health Organisation (WHO) targets are applied the city would also fail to meet PM10 and PM2.5 targets. According to Automatic Urban and Rural Network (AURN) figures, Leicester is the joint 4th most polluted area behind Port Talbot, Swansea and Gillingham in respect to PM2.5. The figure of 12ug/m3 is higher than that of London. The project requires the procurement of eight packages under separate lots to address the different elements of the work to be delivered as detailed in section 3 Services Requirements.
