Summary of the contracting process

The Police Digital Service commissioned data-driven planning for football policing. The work is a specialist software and information-systems service, focused on creating a digital twin of Hull and the MKM Stadium to model crowd behaviour and support operational decision-making. The solution will provide simulations and insights across scenarios including anti-social behaviour within crowds, for the National Police Chiefs’ Council, the English Premier League and three participating football clubs. It also includes an online interface for early users, enabling rapid feedback and iterative development, followed by a detailed report, recommendations and a future development roadmap. Delivery is in the United Kingdom, with the principal modelling location in Hull and at the MKM Stadium.

This procurement is complete and was awarded on 31 July 2026 to Bays Consulting Limited. The award value is £700,000, inclusive of the stated contract value in GBP. The contract runs from 3 August 2026 to 31 December 2026. The requirement was for services procured through a selective procedure, specifically a call-off from a framework agreement. The tender submission deadline was 22 July 2026 at 14:00. The evaluation led to an active award for the full requirement, rather than separate published lots. The opportunity was identified as suitable for small and medium-sized enterprises and concerns a software and information-systems service supporting football-policing planning and analysis.

This award indicates demand for suppliers able to combine software development, data modelling and operational analysis in a public-safety setting. A credible future supplier would need to build and use digital twins, simulate crowd behaviour and translate results into practical decisions for police, football authorities and clubs. Experience handling sensitive crowd or anti-social-behaviour scenarios would be relevant, alongside the ability to refine models quickly in response to structured user feedback. The requirement also favours teams that can develop a usable online interface, work collaboratively with several stakeholder organisations and produce clear analytical reporting, recommendations and a development roadmap. Its stated SME suitability shows that a specialist smaller consultancy can compete where it has these capabilities.

Notice Title

Data Driven Planning in Football Policing

Notice Description

Work will commence in August 2026, to provide pre-season support to the three clubs to be included in Phase 2. A digital twin of Hull and the MKM Stadium to create a baseline model of their crowd and the insights of the simulations will support decision making. As the EPL season commences, the supplier will support the NPCC, EPL and the participating football clubs to provide new and refined insights across a range of scenarios, including the presence of anti-social behaviour within the crowd. Between September and December 2026, the system will be rapidly and iteratively refined to deliver a streamlined interface for early users who will be able to access the developed solution online and provide rapid feedback to support iterative development. The results of all the work packages, future recommendations and future development roadmap will be provided in a detailed report in December 2026.
