Summary of the contracting process

The London Borough of Bromley is conducting a tender for the "L B Bromley Condition Surveys/ Asset Register/ 10 Year Maintenance Plan," a project aimed at assessing the condition of various operational and investment buildings across the borough. The tender is currently in the award stage following its publication on 16th October 2020, with a total value of £270,000. Suppliers were required to submit their bids by 13th November 2020, with the contract expected to commence on 7th December 2020 and run until 6th June 2021. This opportunity falls within the miscellaneous business and business-related services category and is crucial for improving energy efficiency recommendations and producing a comprehensive maintenance plan.

This tender presents an excellent opportunity for businesses specialising in surveying, maintenance planning, or energy efficiency improvements, particularly those registered as SMEs. Companies with experience in conducting condition surveys, especially RICS Chartered Surveyors and CIBSE Chartered Services engineers, would be particularly well-suited to compete. The requirement for immediate commencement of work will enable agile firms to capitalise on the opportunity and establish a strong working relationship with the London Borough of Bromley, potentially leading to further projects in the future.

Notice Title

L B Bromley Condition Surveys/ Asset Register/ 10 Year Maintenance Plan

Notice Description

L B Bromley owns operational and investment buildings throughout the borough. The Council requires condition surveys for these buildings. The survey is to cover the internal and external building fabric, mechanical and electrical services and outbuildings, boundaries and external paving and roads. The survey will identify all works needed at the time of the survey and which will become necessary within 10 years. These works should be priority coded and costed. In order to enhance and promote energy efficiency, recommendations should also be included in the report on ways in which buildings and plant can be developed and improved on. The Council has an Asset Register, which was compiled in 2016 by the Council's FM provider and is in an Excel spreadsheet format. The Council requires assets to be checked on site and the Register to be updated. The consultant is also asked to use the results of the condition surveys and the asset register along with suggestions for environmental improvement works to produce a 10-year maintenance plan. The plan is to include costs commencing in year 2021/ 2022. Where works are essential, these should be programmed to take place as soon as possible. The remaining items of work are then to be assembled into efficient packages of work to allow costs to be spread out evenly over the 10-year period. The surveys should be carried out by suitably qualified and experienced RICS Chartered Surveyors and suitably qualified and experienced CIBSE Chartered Services engineers. Suppliers must be able to commence work immediately upon appointment and complete the works within 6 months. The tender opportunity will be run through the London Tenders Procurement Portal and you will need to register your company with the portal as soon as possible (if you have not already done so) at www.londontenders.org to ensure that you are able to access and submit the relevant documents online.
