Summary of the contracting process

The Department for Digital, Culture, Media & Sport (DCMS) has completed a tender process for a consumer survey on their labelling scheme for household internet-connected devices, titled "Consumer Survey of DCMS Labelling Scheme Options under consideration for household internet-connected devices." This procurement, classified under research services (CPV 73110000) and survey services (CPV 79311000), was conducted through an open procedure (below threshold). The contract was awarded to Harris Interactive UK Ltd, effective from 18th January 2019 to 22nd February 2019, with a total value of £36,100. The tender period concluded on 3rd January 2019.

This tender presents significant opportunities for market growth, particularly for businesses specialising in consumer research, survey administration, and data analysis. Companies that can demonstrate experience in conducting large-scale consumer studies, ensuring demographic representation, and utilising innovative survey techniques will be well-positioned to compete in similar future contracts. The use of online survey methods will be advantageous, as indicated by DCMS's preference for such an approach under time constraints.

Notice Title

Consumer Survey of DCMS Labelling Scheme Options under consideration for household internet-connected devices

Notice Description

The Secure by Design team are looking for a Supplier to conduct a survey of UK consumers on various aspects of the draft labelling scheme proposals (for household internet-connected devices) which are currently being developed by DCMS. DCMS recommends that the Supplier uses an online survey for this work due to time constraints, however the minimum number of participants in the survey should be 2,000 people. DCMS would welcome the use of other mechanisms, such as interviews with consumers, however the Supplier should set out why they feel this would be a better approach and how many people they could interview during the contract period. The participants for the survey should be representative of the UK population, including age (16 and above), geography, ethnicity and gender. DCMS would welcome details from the Supplier on the steps they will take to ensure the survey is representative of the UK population.
