Summary of the contracting process

The procurement process involves Scottish Water, which is seeking contractors for the "Provision of Reinstatements" to support its Capital Investment and Operational programmes across Scotland. The tender is currently classified under surface work for roads, with a contract value ranging from £144 million to £272 million over a contract period from 1 April 2021 to 31 March 2029. The procurement method used is a negotiated procedure with a prior call for competition, and the tender end date was on 31 March 2021.

This tender presents significant growth opportunities for SMEs and voluntary, community, and social enterprises (VCSEs) that specialise in road surface work and related services. Businesses equipped to handle emergency reinstatement projects and those with capabilities for both planned and reactive work would be particularly well-suited to compete. Given the substantial contract value, successful bidders could establish long-term relationships with Scottish Water, potentially leading to ongoing contracts and further opportunities in the infrastructure sector across Scotland.
