Summary of the contracting process

The West Midlands Combined Authority is in the planning stage of procuring a Framework Agreement for Rail Franchise Advisory Services, titled "Rail Franchise Advisory Services (Framework Agreement)". This initiative aims to secure specialist consultancy expertise for the West Midlands rail sector, particularly as the current franchise is set to expire in March 2026. The engagement end date for potential suppliers is 20th May 2019. The scope encompasses various advisory services and the requirement is structured into multiple Lots, targeted at local authorities across the UK, particularly in the West Midlands region.

This procurement presents a significant opportunity for businesses looking to engage in the rail advisory sector, especially those with expertise in areas such as transport integration, rail operations, customer experience, and economic forecasting. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly encouraged to participate, as the tender allows for bids on multiple Lots, broadening the potential for business involvement and growth within the UK rail infrastructure landscape.
