Notice Description

Small Boats Operational Command (SBOC) has an operational need to deploy Mobile Ad-Hoc Network (MANET) across The English Channel. SBOC has a requirement for MANET that can be integrated on Manned Aircraft, Unmanned Aircraft Systems, coastal radio masts, sea vessels and dismounted Border Force Officers. Additional information: SBOC requires all of the system components to build a MANET in the English Channel. This system must provide the following: - High data rate Radio Frequency (RF) MANET radios capable of 150 Mega bits per second - Minimum of 3 Ethernet ports per radio to enable network integration. - The ability to dynamically select the best network gateway to use on the MANET, when multiple gateways are present in the MANET - There must be a mechanism to connect multiple RF MANETs together when they are beyond radio line from each other - Support multicast video distribution - Support multicast voice talkgroups with dual push to talk functionality. - ATAK (Android Team Awareness Kit) integrated into each radio - The ability to be deployed as body worn equipment, desk mount equipment, aircraft equipment, maritime equipment, directional tracking antenna and mast mounted sector antennas - The MANET radios must be secure to at least FIPS 140-2 (Federal Information Processing Standards Publication) with the use of AES (Advanced Encryption Standard) 256 and TLS 1.2 (Transport Layer Security) - The radio must be able to operate in the L-band at 1357-1377 MHz - The MANET radios must have a network latency of less than 7 ms between each node in the network - A single MANET must be capable of deploying at least 60 nodes in the same network. - Each radio must be able to natively encode video streams - Each radio must have a HDMI output - Various power options, including; battery powered, accept 12 V DC input and 240 V AC input - Ruggedised and waterproof with an IP68 rating - GPS receiver - The system must be a Commercial Off The Shelf (COTS) solution as it is required to be operational as soon as possible Please provide details of the proposed product which satisfies all of the above requirements to BorderForceProcurementTeam@homeoffice.gov.uk. There is no commitment to go ahead with any procurement activity or issue a contract notice. This notice is seeking only to establish whether products/services of this nature are available.
