Marketing Services for the France (Channel) England Programme
Notice Description
Norfolk County Council is the Managing Authority for the INTERREG VA France (Channel) England (FCE) programme. The FCE programme is an example of European Territorial Cooperation programme which aims to fund high quality economic development projects on either side of the English Channel. The council sought to buy marketing services to encourage project applications to the Programme in both France and the UK. Marketing will be undertaken for a year from September 2017 and work will be undertaken through the entire programme area. The procurement is related to a programme financed by European Union funds; the Interreg France (Channel) England programme funded through ERDF funds by the European Commission. A map of the programme area can be found at: https://interreg5a-fce.eu/en/programme/eligible-area/ Additional information: Norfolk County Council incorporated a voluntary standstill period at the point information on the proposed award of the contract was communicated to tenderers. That notification provided full information on the award decision. The standstill period provided time for unsuccessful tenderers to challenge the award decision before the contract was entered into. The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
