Summary of the contracting process

The Ministry of Defence, specifically the Helicopters, Chinook Project Team, has awarded a contract for the provision of Chinook Future Through Life Customer Support (FTLCS) to Boeing Defence UK Limited. This procurement falls within the services category related to helicopters and is based in Bristol, United Kingdom. The awarded amount is £590,447,958.35, structured over a 20-year contract period ending on 31 March 2040. The procurement process was completed using a negotiated procedure without prior publication, due to Boeing's unique qualifications and technical capabilities as the Original Equipment Manufacturer (OEM) for the Chinook helicopter.

This contract presents significant opportunities for businesses involved in defence services, maintenance, and technical support for aviation. Companies with expertise in aviation logistics, helicopter maintenance, and supply of associated parts, particularly those with a track record in working with military clients, would be well-positioned to explore further collaborations. Additionally, suppliers capable of providing innovative technological solutions or modifications for helicopter operations may find avenues for growth within the scope of this long-term support contract.

Notice Title

Contract for the provision of Chinook Future Through Life Customer Support (FTLCS)

Notice Description

The Chinook Delivery Team (CH-DT) had an urgent a requirement to let a new 20-year QDC contract with Boeing Defence UK (BDUK) for Through Life Customer Support (TLCS) to provide a continuation of in-service support for the UK Chinook helicopter fleet. This contact supersedes the Old non-QDC TLCS contract which was terminated at the end of Pricing Period 3 (PP3) on 31 Mar 20. This contract will endure until 31 Mar 40 and a price of PS590,447,958.35 has been agreed for the first 6-year pricing period of this new contract (PP1). The contract includes spares, repairs, technical support, modification and maintenance activity. The Ch-DT published a Voluntary Ex-Ante Transparency (VEAT) Notice on 19 Feb 20 for this requirement and the standstill period expired on 2 Mar 20 with no concerns raised by the market. This contract was placed using the negotiated procedure without prior publication of a contract notice, pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contract Regulations 2011) for technical reasons. This is because Boeing is the Original Equipment Manufacturer (OEM) and Design Authority (DA) for the Chinook aircraft.
