Summary of the contracting process

Billing Parish Council is seeking a contractor for repairs, refurbishment and replacement across its street-lighting network of 91 assets in Northampton. The work covers standard steel and Victorian heritage columns, post-top and bracket-mounted lanterns. Tasks identified by electrical and structural assessments may include replacing columns and lanterns, photocells and wiring, repairing cables and brackets, fitting access doors, straightening columns, installing concrete collars, adding earth-safety labels and renumbering assets. Replacement columns must be supplied with LED lanterns, photocells, testing and commissioning. Heritage columns requiring replacement must retain their appearance, scale and character while using modern LED technology; other heritage columns identified for work are to be cleaned, prepared and repainted. The contractor must also assess one uninspected asset and recommend and price any remedial work.

The Council invited tenders through an open, below-threshold procedure. This is the tender stage, with offers requested by email; the buyer set a submission deadline of 12:00 noon on 31 December 2026. The Council anticipates work commencing in April 2027, within the 2027/28 financial year, subject to final budget provision. The stated contract period runs from 1 April 2027 to 1 April 2027. The published estimated value is £1. Tenderers are asked to price column replacements, repairs and remedial work, heritage refurbishment and painting, and assessment and any remedial work for the uninspected asset. Prices must be itemised by asset, with labour, materials, plant and traffic management where applicable, and submitted exclusive of VAT. No evaluation weighting or criteria are stated in the procurement details.

This suits electrical contractors with street-lighting maintenance and installation capability, including column and lantern replacement, wiring and cable repairs, testing and commissioning. Experience assessing both electrical and structural condition is relevant because the contractor will inspect an asset not yet assessed and recommend and price any follow-up works. Suppliers should be able to handle a varied asset base, including standard steel equipment and heritage columns requiring sensitive, like-for-like replacement or refurbishment, while incorporating LED technology. The work also calls for practical repair skills covering brackets, access doors, column alignment, concrete collars and safety labelling, as well as asset-level estimating. Bidders need the capacity to itemise labour, materials, plant and traffic-management costs across individual assets. The Council particularly encourages a site visit before tendering. SMEs are identified as suitable.
