Notice Description

Hammersmith and Fulham Property Services and Compliance is undergoing transformation in 2018/19. Councillors have high aspirations for the quality of the repairs and maintenance service experienced by our social housing tenants. Given the inherent turbulence in the contracted services sector, amplified after the collapse of Carillion, prudent risk management requires that we prepare contingency arrangements for the delivery of a repairs, maintenance and compliance service in the event of the withdrawal/collapse of one or more of our current contractors. The Council are therefore seeking to appoint expert consultants to advise on procurement and delivery options, and create a detailed contingency plan on the steps necessary to prepare for, and respond to, the withdrawal/collapse of one or more of our current contractors. The provider of expert consultancy will be chosen on the basis of a competitive tender using the capitalesourcing portal, and evaluated through a formal evaluation, on the basis of a 80:20 quality/cost split. We would expect consultants awarded this work to be experts in repairs and maintenance procurement and delivery, and the IT implications of commissioning and decommissioning contractors.
