Summary of the contracting process

The North Yorkshire Council commissioned remediation works to a collapsed mineshaft at Langbaurgh closed landfill site, on Langbaurgh Ridge just north of Great Ayton, North Yorkshire. The former whinstone quarry was later used as a landfill, and contains historic shafts, adits and underground voids. The works address a surface depression above a previously collapsed shaft, using lightweight aggregate contained in a geotextile bag and covered with a high-strength geogrid-reinforced soft cap. The design aims to improve the site’s condition; it is not a fully engineered or warranted solution against future collapse or other changes. This is a civil engineering and construction project, delivered at the landfill site.

The procurement is complete and the contract was awarded to Esh Construction Limited on 13 October 2026. The award value is £659,464. The contract period runs from 1 November 2026 to 31 March 2028. The North Yorkshire Council used a restricted procedure, with submissions due by 10 July 2026 at 12:00. The requirement was treated as a works contract. The opportunity was not designated suitable for small and medium-sized enterprises or voluntary, community and social enterprises. The award is active. The selected supplier is responsible for the remediation works described, whose design uses a geotextile-contained lightweight aggregate infill and geogrid-reinforced cap to address the shaft depression.

This award demonstrates demand from North Yorkshire Council for specialist ground remediation at a former quarry and landfill affected by underground workings and shaft collapse. A credible competitor for a similar requirement would need construction capability suited to unstable ground and constrained former industrial sites, and the practical capacity to place lightweight aggregate, install geotextile containment and construct a high-strength geogrid-reinforced cap. The design was developed with specialist suppliers, indicating that collaboration across geogrid and aggregate expertise is relevant to delivering a buildable solution. Suppliers should also be able to work to a remediation design intended to improve site conditions, while recognising that it does not guarantee against future collapse or ground movement. The completed award provides a benchmark for the type and scale of works this council procures.

Notice Title

Remediation Works Langbaurgh Mineshaft

Notice Description

Langbaurgh Closed Landfill Site ('the site') is located on Langbaurgh Ridge, just north of Great Ayton,North Yorkshire. The site is a former Whinstone quarry, which was active from the early 1800s until 1964 and include surface and below ground workings. The site was used as a landfill between 1978 and 1991, infilling the excavation left by surface quarrying to a recorded depth of around 15m. Numerous shafts, adits and below ground voids are understood to underlie the site. The site boundaries are generally very steep, formed by the former quarry walls. One of the shafts near the western end of the site has previously collapsed and been remediated. However, further collapse of the shaft (and remediation) has occurred, forming a roughly circular surface depression above the shaft location. The depression is estimated (from remote surveying) to be 10-15m wide and approximately 6-8m deep. The scheme involves the remedial work for this collapsed mine shaft. The remedial solution adopted comprises the infilling of the existing depression with lightweight aggregates contained by a geotextile 'bag' and covering with a high-strength geogrid reinforced 'soft cap'. The design has been progressed and updated in consultation with various specialist geogrid and lightweight aggregate suppliers in an attempt to deliver a constructible solution. The remedial design is focussed on providing 'betterment' to the site and does not provide a 'designed' solution; nor is the solution to be warranted by WSP or the Contractor against future failures / deviations / collapse.
